U-Turn is Fine

What's all these fuss about the lowering of traffic fine? While I don't really care about the fine itself, the U-turning of the decision is a mystery.

Wait! Looking back, perhaps it is not a mystery after all. The government did a U-turn on the Causeway Bridge. Why can't these people be consistant on their decisions?
